Mr. Wozniak complained that it's been three years since the state Harness Racing Commission awarded a racing license to an Indianapolis company, Centaur, which he said has made no progress toward creating the $425 million racetrack/casino, to be called Valley View Downs. "Centaur hasn't been able to pull the trigger, and they won't be able to, as far as I can see," he said last week. "They've already gotten a two-year extension from the harness commission, which is up in September. There's no legitimate reason to give them more time. They can't raise the money."

Centaur has faced serious financial problems and last year used bankruptcy laws to give it time to restructure its finances and protect itself from creditors. The most immediate problem is that Centaur needs the harness commission to extend the current deadline, six weeks away, for having the track open for business. The commission falls under the state Agriculture Department, where spokesman Justin Fleming said Centaur hasn't said if it will formally request more time. ."
